The empress (THORA BIRCH) of the land Izmer desires equality among all people, but the mages who rule over the common people do not. Profion (JEREMY IRONS) tries to turn the council to his wishes and to force her to give up her sceptre, a rod that can control gold dragons among other magical powers. She sends Norda (KRISTEN WILSON), a scout, to retrieve the Rod of Savrille which can act as her own sceptre in all the same ways but controls red dragons. Norda, among others: two thieves, Ridley and Snails (JUSTIN WHALIN and MARLON WAYANS), a mage's apprentice, Marina (ZOE MCLELLAN), and Elwood, a dwarf (LEE ARENBERG) all come together to fight this battle against Profion and his evil henchmen, particularly Damodar (BRUCE PAYNE) his trusted Commander of the Crimson Guard.
